Port Resource Development Plan
The Port is governed by a three member board of commissioners, elected by the citizens in their districts to serve a six year term. These three elected officials are responsible for: representing public interests, setting Port policy, determining program direction, setting long and short range goals, approving the annual budget, and evaluating and guiding the Port activities. This planning and oversight process involves the Port Commission, the Port Manager, staff, and citizens. Port districts are municipal corporations, however unlike cities and counties, ports are “special purpose districts”. Public ports have expanded roles in how they conduct business – without all the red tape – allowing them to respond more quickly and foster economic growth.

Port of Skamania County - Judy Teitzel Commissioner Judy Teitzel, District 3: Judy Teitzel has served as Port Commissioner since August of 1988 for District 3, the eastern portion of the Port territory. Judy is a retired physical education, English, and special education teacher from Stevenson-Carson School District where she taught for ten years. In addition to teaching, Judy worked for US Fish & Wildlife at the White Salmon National Fish Hatchery. She has also served the community in many other ways including volunteering extensively in local schools, volunteering for the Forest Service information booth at Skamania Lodge, as well as serving as leader for Boy Scout and 4H groups. Judy has also represented the Port on the EDC (Economic Development Council) and the Skamania County Regional Planning Council. Judy is a graduate of Washington State University and has completed graduate work at University of Oregon and Central Washington University. She and her husband Dave have made Carson their home since 1965. They have two adult children; son Steven lives in Tumwater and daughter, Kathy now in Kent, WA. Judy enjoys sewing, swimming, and hiking, and belongs to a quilt club. Judy can best be contacted through the Port office.


Port of Skamania County - Tony BolstadCommissioner Tony Bolstad, District 1: Tony Bolstad serves as Port Commissioner for District 1, the western portion of the Port District. Tony has 20 years of experience in project management including planning, budgeting, business development, resource utilization, construction scheduling and has had extensive training in management process from such groups as The Industrial Company (TIC) and Shell Oil. Tony currently works for Scheduling Information Services, Inc. a project planning and scheduling firm located in Stevenson, Washington. He and his wife, Carol, and grown children have made Stevenson their home since 2001. Tony and family are very actively involved in outdoor sports; Tony is very conscious of the balance needed to protect our natural resources yet maintain access to them for all of the varied uses. Port of Skamania County - Dave ProsserCommissioner WD Truitt, District 2: WD Truitt is serving as Port Commissioner for District 2, the central portion of the Port District. WD is a lifelong resident of Skamania County, a member of the Skamania County Planning Commission, and a volunteer on the WRIA 29 committee. He is also a member of the American Legion, the Eagles, and the Carson, Home Valley, Stabler Business Association. As President of the Cascade Sportsman's Club, he works closely with the Washington Department of Fish and Wildlife on hunter safety programs. WD can best be contacted through the Port office.
